eXpansys, the online retailer offering this low price, is selling the unlocked version, so it can be used with any GSM carrier, like AT&T, T-Mobile, or Rogers.
Unlocked devices come without a carrier subsidy, and therefore are sometime quite expensive. The Touch Diamond is typically sold unlocked for close to $600.
